183. MINUTES

The Minutes of the Meeting of the Planning Committee held on 21st August 2007 were received and signed as a correct record.

184. PLANNING APPEALS

Arising from minute 162/8/07 the Town Clerk tabled a report on Teignbridge District Council’s appeals procedure. The Committee agreed to defer the report to the next meeting to allow time to digest the contents.

186. PUBLIC PARTICIPATION

The Committee received a presentation by Mr Steve Anderson and Mr Jonathon Crawford regarding application number 07/03698/MAJ – 6-7 Forde Park and 18, 20 & 22 Keyberry Park for Forde Park for Forde Park Care. Mr Anderson explained that the proposal was for the change of use from nursing home at 6/7 Forde Park with an extension to rear to form eighteen close-care apartments for the elderly; the change of use from children’s day nursery at 20 Keyberry Park, the admin block and residential apartments at 22 Keyberry Park with rear extension to form a nursing home comprising six respite bedrooms, sixty bedrooms and eleven bedroom suites with ancillary facilities; and change of use of residential home at 18 Keyberry Park to residential apartments for the elderly incorporating amended design details for an already approved but not implemented extension at the rear to form twelve close-care apartments. It was explained that the children’s day nursery will be relocated elsewhere in Newton Abbot.

Mr Anderson gave details with the aid of visual representations of the design, height and scale of the proposals’ and implications for the site which was within and adjacent to the Conservation Area; car parking facilities; traffic and arboriculture surveys and public and stakeholder consultations. Mr Crawford outlined the business reasons for the proposals which were motivated by the need to modernise the current facilities provided in the light of increased needs of customers and changes to government set standards. It was noted that the current buildings had certain constraints which created difficulties for modernisation.

At the conclusion of the presentation the Chairman invited Members of the Committee to put forward questions on the applications, including the following:-

• The existing application for number 18 Keyberry Park;
• Arboriculture survey and loss of trees;
• Pre-application discussions with the Planning Authority;
• Staffing implications of the proposals and relocation of the children’s nursery;
• E M I facilities.

The Chairman thanked Mr Anderson and Mr Crawford for their presentations, whereupon they left the meeting.

187. DEVON COUNTY COUNCIL APPLICATIONS

188. TEIGNBRIDGE DISTRICT COUNCIL DEVELOPMENT CONTROL COMMITTEE

(a) The Vice-Chairman, Councillor Corney-Walker referred to an outline application no 07/3125/OUT for dwellings and access at Aller Copse, Aller Park which had been refused under delegation.

(b) Planning applications at variance with Town Council’s Observations:- 07/02432/COU – Unit 18, Olympus Business Park, Newton Abbot – Conversion of existing industrial/storage unit (Use Class B2) to children’s adventure play area (Use Class D2/D1) at ground floor for WFC Ltd. The Chairman explained that it had subsequently explained that the site had a previous use established and that if the committee had been previously aware it was unlikely it would have objected.

191. CORRESPONDENCE

(a) 51 Wolborough Street – Application No. 07/03910/COU. The Committee noted a copy letter from the Newton Abbot Civic Society to the case officer objecting to a proposal to convert shop, first and second floor office and storage areas into four self contained flats;

(b) Lovegate House, 1 Highweek Street - The Clerk reported a letter from the Heritage officer of the Newton Abbot Civic Society extending the Society’s gratitude for the Council’s support in opposing proposed works to Lovegate House;

(c) High Hedges Complaint – 40A Highweek Village. The Chairman reported a copy letter from Teignbridge District Council regarding action to be taken arising from a complaint. The Committee noted that the Chairman undertook to ensure such matters are in future included on the agenda for the Planning Committee.

192. LATE CORRESPONDENCE

The Mayor, Councillor K Smith, reported details of the launch of marketing for the disposal of the Seale-Hayne Campus by the University of Plymouth.


193. DATE OF NEXT MEETING

It was agreed that the next Meeting of the Planning Committee would be held on Tuesday 2nd October 2007 at 2.00 p.m.

194. NAOMI HARNETT

The Committee noted that Naomi Harnett of Teignbridge District Council would not be attending its meetings for some time as she was taking maternity leave. The Committee wished to pass on their best wishes for the future and thank her for her past contribution to the Committee’s business.
