39. APOLOGIES

40. MINUTES

The Minutes of the meeting of the Planning Committee held on 27th May 2008 were received and signed as a correct record subject to the following:-

Minute 32 – Street Naming and Numbering. The Clerk reported a letter from Teignbridge District Council requesting the Town Council to review its recommendation to name the proposed new housing development at Rowantree Road, Newton Abbot ‘Medlar Close’. The developer had objected to the suggested name and wished the original proposal of ‘Monterey Park’ adopted. The Committee considered that a more suitable name should be adopted which reflects the area and that a traditional British (flowering) tree should be selected. Accordingly it was agreed that the Mayor would let the Clerk have a list of suggested alternatives which could be offered to the District Council. The Committee was also of the opinion that ‘Close’ was more appropriate than ‘Park’.

Councillor Robert Leeper declared a prejudicial interest in item 6 (1) on the agenda.

43. STREET NAMING AND NUMBERING

The Committee received a request from Teignbridge District Council to name a proposed new housing development in East Street and Tudor Road, Newton Abbot ‘Tudor Mews and Tudor Court’.

The Chairman and Local Member drew to the Committee’s attention that it would in fact be possible to include a number of the units in existing East Street and Tudor Road numbering therefore negating the need to adopt the new ‘Tudor Mews’ address.

Accordingly it was

RESOLVED that Teignbridge District Council be informed that the Town Council wished the following to be adopted:-

a) the flats proposed to be numbered 1 -6 Tudor Court be numbered 20 – 30 (evens) East Street (if possible the Jolly Farmer public house be requested to adopt number 16 only, the new dwellings could then be numbered 18 – 28 East Street);
b) the four properties on Tudor Road proposed to be 1 – 4 Tudor Mews be numbered 1 - 4 Tudor Road;
c) the five properties proposed to be numbered 5 – 9 Tudor Mews be numbered and named 1 - 5 Tudor Court.

b) 08/01446/MAJ – Approval of details for sixty-five dwellings and one shop (Phase 1) – Land of Reynell Road, Ogwell. The Committee noted the application had been recommended for approval at the District Council’s Development Control Committee to be held on 23rd June 2008.

RESOLVED that the District Council be informed that Newton Abbot Town Council concurred with the views expressed by Abbotskerswell Parish Council.

49 TREE PRESERVATION ORDER – BEN STEDHAMS WOODS 2007

The Committee noted information (previously circulated) regarding exemption works to be carried out at Three Corner Plantation; which commenced on 14th June 2008.

The Mayor reported further on Devon County Council’s deliberations for the diversion of the footpath at Three Corner Plantation. It was noted that the County Council would be recommending the diversion of the footpath subject to the fence be being moved. The decision was subject to a period for objections which could result in a Public Enquiry.

50. LATE CORRESPONDENCE – NEWTON ABBOT – CONSERVATION AREA APPRAISALS, MANAGEMENT PLANS AND CONSERVATION AREA BOUNDARY REVIEW

The Chairman reported the receipt of a letter from the Senior Planning Officer (Heritage) of Teignbridge District Council requesting the Council’s view on various issues relating to the review of the three Conservation Areas in Newton Abbot.

As any review of the boundaries were only likely to affect the College and Bushell Wards, the Chairman proposed a small sub-group meets to discuss the issue and to respond to the District Council on the Town Council’s behalf. However, all Members of the Council would be invited to contribute should they so wish.
