The Minutes of the Meeting of the Planning Committee held on 25th March 2008 were received and signed as a correct record.

500. DEVON COUNTY COUNCIL APPLICATIONS

Mr Brian George, Area Engineer (South), Devon County Council, Environment Department, attended in relation to the following:-

i. to seek the Committee’s views in respect of the possible relocation of the gates at the western end of Courtenay street; and

ii. to invite the Committee to give initial comments on the possibility of a pilot pedestrianisation project for part of Queen Street, Newton Abbot.

Arising from consideration of the matters it was

RESOLVED

(a) that the County Council be informed that the Town Council supported the relocation of the gates from the western end of Courtenay Street to be incorporated within the pedestrianisation project at the end of Wolborough Street at its junction with Highweek Way, preferably sited within Wolborough Street to frame St Leonard’s Tower in the street scene if possible but accepting an alternative should that prove to be impractical;

(b) that the Chairman of the Planning Committee be authorised to accept on behalf of the Council the final siting;

(c) that the Chairman of the Planning Committee compile an issues list in relation to the possible pedestrianisation of part of Queen Street for consideration at the next meeting of the Planning Committee.

Councillor Mrs D Watts declared a personal interest in ii above, but spoke and voted on the item.

501. TEIGNBRIDGE DISTRICT COUNCIL DEVELOPMENT CONTROL COMMITTEE

The Vice-Chairman of the Planning Committee drew to the attention of the Committee decisions on the granting of an application for a veterinary practice at Brunel Road and refusal of an application for two houses at 44 Windsor Avenue under officer delegation.

Outline application for residential development (approval sought for means of access), including construction of two new junctions to the north and south of Ashburton Road; local centre (Use Classes A1/A2/A3/D1/D2), public open space, landscaping and associated works for Persimmon Homes.

The Chairman of the Planning Committee introduced the application and explained its background with the aid of a written summary of the application (previously circulated). He also reminded those present that the previous application 07/02385 was the subject of an Appeal which the developer indicated would be withdrawn if the planning autority accepted this latest plan. Members noted that the current plan differed little from the original with the exception of the omission of a large area of open space and that environmental and traffic studies had been provided. Details of the Section 106 Agreement issues were noted along with the fact the allotment land was still included and no school provision was directly included in these proposals.
The Local Member, Councillor Mrs D Watts, explained that in her opinion the objections raised by the Council to the previous application remained relevant which were in the main
traffic matters. Councillor Watts was concerned with the omission of the open space land as there could be future pressure for it to be developed; it was noted that the drainage issues were now proposed to be supported financially; there was finance offered for a multi-sport use but off site when it needed to be on-site; and land was offered for a community centre, but only for six months after such time if the offer was not taken-up that land would be developed for housing.

Three residents of the Highweek/Mile End were present who concurred with observations made by the Committee and raised objections to the application on the following grounds:-

• Developers holding the Planning Authority to ransom due to the absence of a Local Development Framework and the threat of Appeal;
• Traffic issues relating to Ashburton Road and Highweek Village;
• Lack of employment opportunities for the new residents with the result Newton abbot will become a ‘dormitory town’;
• Greenfield site;
• No joined-up thinking by the statutory authorities in relation to infrastructure etc.

Arising from consideration of the matters raised it was

RECOMMENDED that Teignbridge District Council Development Control Committee at its meeting to be held on 28th April 2008 be advised that Newton Abbot Town Council is of the opinion that major planning application number 08/01245/MAJ land at Mile End, Ashburton Road should be refused on the following grounds:-

(a) it would be inappropriate to create accesses to additional development in this area as the existing road system cannot cope with further traffic particularly the route through Mile End Road, Highweek Village and Ringslade Road to the A382;

(b) the proposed development is within the western option of the Local Development Framework whereas both Newton Abbot Town and Teignbridge District Councils’ agreed policies were in favour of the northern option.

505. NAMING AND NUMBERING

The Committee gave consideration to requests from Teignbridge District Council to recommend names for the following housing developments (previously circulated):-

i. Jetty Marsh, Newton Abbot
ii. Riverside Works, Newton Abbot

Arising from consideration of the requests it was

RESOLVED

(a) that proposals for the application of a name to the development at Jetty Marsh, Newton Abbot be deferred to the next meeting of the Committee;

(b) that Teignbridge District Council be advised that the Town Council recommends the name ‘Reynells Mews’ be applied to the development at Riverside Works, Newton Abbot which reflected an historical association with the location.

506. COUNTY WILDLIFE SITES CONSULATION – DECOY ALLOTMENTS

The Committee received a letter from Teignbridge District Council in response to the Council’s views to the consultation process on the designation of the Decoy allotments site to the extended County Wildlife Site (CWS) at Forde Fields, Newton Abbot.

The Committee noted the contents of the letter and requested the Clerk to inform Teignbridge District Council that it was disappointed that there seemed to be little consideration given to the Council’s views.

507. TREE PRESERVATION ORDER

The Committee noted the decision of Teignbridge District Council to not confirm the proposed 50 Knowles Hill Road, Newton Abbot 2007 Tree Preservation Order and requested the Clerk to enquire why there was no request for a replacement tree?

508. LATE CORRESPONDENCE (For information only)

The Clerk reported the receipt of a copy letter to Teignbridge District Council from the Newton Abbot Civic Society setting out its objections to application number 08/01245/MAJ – land at Mile End, Ashburton Road, Newton Abbot.
