300. ITEM FOR CONSULTATION FOR MAJOR APPLICATION IN NEIGHBOURING PARISH - 07/04786/MAJ - LAND OFF REYNELL ROAD, OGWELL
The Chairman welcomed Mr Shaun Hocking and Mr Lee Cawse of the Midas Homes and Mr Billy Hughes – Hydrock Consulting to the meeting to make a presentation on the above application. He explained that the application, for the erection of 193 dwellings and one shop with associated public open space, children’s play area, nature reserve and ancillary works for Midas Homes - reserved matters application for Outline application granted 3/5/05 - was in the Ogwell Parish but was adjacent to the Newton Abbot parish boundary. The developer and representative had therefore been invited to present the application on the basis of any possible flooding and traffic implications for Newton Abbot.
Mr Billy Hughes outlined the application to the Committee and explained that the company was well aware of the historic flooding issues of the area. It had been required in its design to meet the Environment Agency’s requirements to deal with a 100 year storm situation. It proposed to meet this requirement by using SUDS (Sustainable Urban Drainage Strategy) and had considered two alternatives:-
i. Soakaways into deep pits – the option was not available in this instance under Building regulations due to the steepness of the site;
ii. Holding tanks – tank storage using outflow limiters and small ponds with reed beds to control water quality.
Mr Hughes concluded his presentation on the flooding issues by explaining that the proposed measures would result in a neutral situation to that which existed currently.
Members raised issues and questions with the representatives, including the following:-
• Grey water recycling – the company was to ensure there were dual flushing wc’s and water butts provided at each unit as grey water recycling was an expensive and unsustainable option for the householders to ultimately inherit due to the maintenance costs;
• The use of permeable materials to limit run-off;
• Increased run-off caused by householders paving over garden areas – it was noted it was possible to limit the occurrences through planning conditions;
• Positioning and maintenance of tanks – garden or private areas;
• The problem of locating tanks due to the presence of rock strata in the area;
Mr Hughes then presented to the meeting the proposals for traffic management both during construction and once the development was completed. It was explained that there would be only one access/egress being off Reynell Road but there would be an emergency only access from Denbury Road which could also be used during construction. It was also explained that there were conditions within the Section 106 Agreement that contributed to issues such as education, a bus service and a travel plan. The company proposed to provide each householder with a voucher for £50 towards the purchase of a bicycle and a booklet on use of the Internet for shopping.
Members raised issues and questions with the representatives on transport issues, including the following:-
• The Highway Authority had failed to deal with traffic issues in Newton Abbot;
• The use of the emergency access by construction traffic might set a precedent for the future;
• Contribution to creation of cycleways;
• The local primary schools were full, therefore, where would the additional children be schooled?
• Provision of vouchers to purchase computers to facilitate Internet shopping;
• The requirement of a traffic management plan due to the narrowness of Reynell Road.
The Chairman thanked the representatives for their presentation, whereupon they left the meeting.
Arising from consideration of the presentation the Committee agreed that the Planning Authority be informed of the following comments:-
(a) Traffic - It was imperative for a traffic management plan to be submitted and approved prior to commencement of the development; a cycleways contribution should be requested; and properties should be provided with cycle storage;
(b) Flooding – The Planning Authority should ensure that within reserved matters the ability to cover over land on the development is removed to ensure the minimum of rainwater run-off.

The Minutes of the Meeting of the Planning Committee held on 13th November 2007 were received and signed as a correct record, subject to the following:-

In the second paragraph the following be inserted after the fifth sentence:-

AGREED that Teignbridge District Council be informed that the Council had no objection to the marketing name ‘The Grove’ but would wish to be consulted further on the proposed names for the individual estate roads as ‘The Grove’ was not considered appropriate as an adopted name.
(b) Further to minute 260(9)/10/07 the Committee received a letter from TSP Services Ltd regarding issues with trees at Riverside Works.
AGREED that the Clerk contact Mr Doug Pratt of Teignbridge District Council to obtain advice on possible approaches to the issue of tree roots breaking through the surface of the walkways adjacent to the Town Quay.
(c) Further to minute 226/10/07 the Committee noted a letter from Renown Investments (Holdings) Limited (on behalf of Costain Group plc) regarding the sale of land at Ben Stedham’s Wood.
