MINUTES OF THE MEETING OF THE PLANNING COMMITTEE HELD ON TUESDAY 27TH MAY 2008 AT 2.00 P.M. IN THE COUNCIL CHAMBER, TOWN HALL, 9 DEVON SQUARE, NEWTON ABBOT

PART A – GENERAL COMMITTEE BUSINESS

25. ELECTION OF CHAIRMAN OF THE PLANNING COMMITTEE 2008/09

Nominations were received for the election of the Chairman of the Planning Committee for the year 2008/2009.

Accordingly it was

RESOLVED that Councillor David Howe be elected as Chairman of the Planning Committee for the year 2008/09

26. APOLOGIES

Apologies for absence were submitted on behalf of Councillor Mrs S Maddicott.

27. APPOINTMENT OF VICE-CHAIRMAN OF THE PLANNING COMMITTEE 2008/09

Nominations were received for the appointment of the Vice-Chairman of the Planning Committee for the year 2008/2009.

Accordingly it was

RESOLVED that Councillor Keith Smith be appointed Vice-Chairman of the Planning Committee for the year 2008/2009.

28. MINUTES

The Minutes of the Meeting of the Planning Committee held on 6th May 2008 were received and signed as a correct record.

29. INTERESTS

Councillor Robert Leeper declared a prejudicial interest in item 7 (19) on the agenda.

30. PUBLIC PARTICIPATION

(a) Local resident Mr De Val attended to hear discussions surrounding an application that he had submitted that was to be considered by the Committee.

The Chairman advised Mr De Val that he felt it appropriate for the consideration of the application to be deferred to the next meeting of the Committee (17th June 2008) as the Town Council had only received the plans 4 days prior to this meeting and it was felt that the members had not had sufficient time to consider the application in depth in order for a fair decision to be reached.

Arising from this it was

RESOLVED that application number 08/01959/FUL be deferred to the next meeting of the Planning Committee to be held on Tuesday 17th June 2008.

The Chairman thanked Mr De Val for his attendance, whereupon he left the meeting.

(b) Arising from Minute 533 (1) 05/08 – Mr Joe Marchant, Independent Consultant was in attendance to provide further information to members regarding the Paddock Site development, Highweek, Newton Abbot. (08/01381/FUL) prior to the application being considered by the Teignbridge District Council Development Control Committee.

Mr Marchant presented the Committee with the following information:

His role as a Consultant was purely conservation based.
Reasons for previous refusals were justified, however, the number of dwellings had been considerably reduced from 10-12 dwellings to 4 dwellings since the original application had been submitted 2 years ago
There had been considerable research undertaken on environmental issues, such as an in-depth abhoricultural study, landscape symmetry considerations, condition of Church Path
The value of the development had been reduced ¼ £million in order to increase the quality of the 4 dwellings proposed and the appropriateness from environmental viewpoint.
There had been £200,000.00 out aside for new stone and restoration of the wall that runs alongside of the proposed development
The design of the dwellings was in keeping with that of the local area.
Additional native planting was planned for the area to enhance its natural beauty
The Officers from Teignbridge District Council had not considered an environmental impact study to be necessary for this development


Mr Marchant concluded the presentation by confirming that the developer was an independent developer and was attempting to accommodate all the requests that he had received from Officers.

The Consultant informed members of the Committee that it was felt that this scheme warranted approval as it had addressed all the issues required from the previous applications submitted over the past two years.

At the conclusion of this item, the Chairman thanked Mr Marchant for his informative presentation, whereupon he left the meeting.

The Committee then re-considered its views on the application.

Arising from this it was

RESOLVED that the original objection to the application be withdrawn and, however the Committee maintains that if the officers are minded to approve the application, an environmental study should be carried out.

32. STREET NAMING AND NUMBERING

The Committee received a request from a developer to name its new housing development at Rowantree Road, Newton Abbot, ‘Monterey Park’. Members felt the proposed name was not in keeping with the type of flowering tree road names already present in the area. The Committee therefore requested that the developer consider the name ‘Medlar’ as this type of tree is more in keeping with the current tree names utilised in the area and to also incorporate ‘Close’ rather than ‘Park’.

Councillor Corney-Walker (Mayor) drew to the attention of the Committee the approval of the lease extension for a further two years at the Long Lane recreation site. Previously considered - Minute number 463 03/08 refers.
