257. PUBLIC PARTICIPATION

The Committee received a presentation from Diane Simpson, Support & Housing Services Manager of Young Devon; Tom Coleridge, Development Manager of Spectrum Housing Group; and Bill Bigland, Housing Manager for Young Devon; on an application by Yong Devon for the change of Use of the property 9 – 11 Queen Street, Newton Abbot.

Mr Tom Coleridge opened the presentation by explaining that he was employed as an agent for Young Devon, a local youth charity, with regard to
the project to refurbish the property, which had been empty for three years, as a multi-agency Youth Enquiry Service with four bed ‘move on’ accommodation. It was noted the property was subject to a 25 year lease from Devon County Council. He informed the Committee that the premises were previously occupied by the Three Cooks Bakery on the ground floor with offices on the first floor together with a vacant residential unit. It was proposed to introduce multi-agency youth services and interview facilities on the ground floor with offices and four residential units sharing the first and second floors. It was further noted that the project had funding and support from Devon County Council, Teignbridge District Council, the Housing Corporation and the freeholder in the sum of £571,000. Mr Coleridge recommended the project to the Council on the basis it would provide a meaningful project for local residents, will involve 30 staff, replace the current unsatisfactory provision at The Maltings and bring back into use an empty property.

Diane Simpson explained the role of Young Devon in supporting young persons between the ages of 11 years to 25 years of age with life skills to move into their own permanent accommodation. Up to 160 beds were provided each night throughout Devon. The Committee noted there was already a ‘move-on’ unit at Hilton Road which provided five bed accommodation to young persons predominantly within the Teignbridge District. The proposed facility was modelled upon a unit in Exeter and would provide night and day support through a ‘one stop shop’ style operation. Mr Bigland, who managed the Hilton Road unit, gave Members a flavour of the services the project provided.

At the conclusion of the presentation the Chairman invited Members to make comments and ask questions, whereupon the representatives were thanked for their attendance and left the meeting.

261. TREE PRESERVATION ORDER – 50 KNOWLES HILL ROAD, NEWTON ABBOT

The Committee noted with pleasure the Tree Preservation Order made on 3rd October 2007 regarding a cedar tree in the south east corner of the above named property.
262. CORRESPONDENCE

(a) Street Naming and Numbering

i. The Committee received a request from a developer to name its new housing development at South Road and College, Newton Abbot ‘Wolborough Heights’. Members felt the proposed name was totally inappropriate. The Committee therefore requested that the developer propose a name which was related to the Church area and proposed 1 -4 Church Park, South Road and 1 – 4 Church End, College Road.

ii. The Committee noted additions/amendments at the following locations (previously circulated):-

(b) Public Inquiry – land at Pitts Plantation, Ilford Park Application No. 06/06261 – Appeal Reference 07/00003/REF The Chairman reported that a Public Inquiry would be held from Tuesday 13th to Friday 16th November at Forde House, Brunel Road regarding an appeal against refusal of planning permission for erection of trunk road service area, three storey 80 bed hotel and single storey restaurant/pub with associated car parking and proposed new access requiring diversion of the A382 road.

(c) Ben Stedham’s Wood - Diversion of Footpath No. 39 The Clerk gave notice that an application from Devon County Council for a Footpath Diversion Order would be submitted to the next meeting.
