104. MAJOR PLANNING APPLICATION 07/02385/MAJ LAND AT MILE END, ASHBURTON ROAD
Outline (approval sought for means of access) application for residential development, including construction of 2 new junctions to the north and south of Ashburton Road. Local centre (use classes A1/A2/A3/D1/D2). Public open space landscaping and associated works.
The Chairman of the Planning Committee explained that the Finance & General Purposes Committee had at its meeting held on 4th July decided to forward the following comments to the planning authority regarding this major application:-
“After a full discussion, the Committee agreed to make the following observations to the planning authority: -
‘That Teignbridge District Council be advised that Newton Abbot Town Council is of the opinion that major planning application number 07/02385/maj land at Mile End, Ashburton Road be refused on the following grounds:-
(a) it would be inappropriate to create accesses to additional development in this area as the existing road system cannot cope with further traffic;
(b) the proposed development is within the western option of the Local Development Framework whereas both Newton Abbot Town Council’s and Teignbridge District Council’s agreed policies were in favour of the northern option.’”
The Planning Committee was of the opinion that to ensure there was no opportunity for doubt it wished the following to be added to reason (a) proposed by the Finance & General Purposes Committee:-
“(a) it would be inappropriate to create accesses to additional development in this area as the existing road system cannot cope with further traffic, particularly the route through Mile End Road, Highweek Village and Ringslade Road to the A382.”
105. CORRESPONDENCE.
The Town Clerk referred to correspondence which he had received from local resident in connection with application number 07/01449.
The Town Clerk explained that he had acknowledged the communication.
106. LATE CORRESPONDENCE.

The Town Clerk referred to communication received from a national company addressed to the Head of Planning which he duly presented, with enclosures, to the Chairman.
107. DATE OF NEXT MEETING.
It was agreed that the next Meeting of the Planning Committee would be held on Tuesday 31st July 2007 at 2.00 p.m.
The Town Clerk reported that he had received a request from Nikki Toms, Sports Officer at Teignbridge District Council who requested permission to speak at this Meeting on proposals for the Decoy Country Park BMX
