MINUTES OF THE MEETING OF THE ANNUAL TOWN COUNCIL HELD ON WEDNESDAY 9TH MAY 2008 AT 6.30 P.M. AT THE TOWN HALL,
GREAT WESTERN HOUSE, 9 DEVON SQUARE, NEWTON ABBOT

The meeting opened with prayers by the Mayor’s Chaplain, Rev. Edgar Daniel.
1. APOLOGIES
An apology for absence was submitted on behalf of Councillor Mrs S Maddicott.
2. RETIRING MAYOR
The Mayor, Councillor K Smith, commenced his summary by congratulating Councillor Ken Purchase on the occasion of his 70th Birthday. The Mayor briefly reported on his year of office which included attendance at numerous engagements, referred to achievements in the town, opportunities and the potential for the Town Council to play an active role in delivering the recently adopted Community Plan. He referred to the warmth, friendliness and respect with which the people of Newton Abbot and surrounding district had given the position of Mayor of Newton Abbot. He was particularly surprised and pleased with the reception given by the young people of the town.
In recording his appreciation for the support which he had received from Members of the Council throughout his year of office, he particularly thanked Pauline Smith (Mayoress), the Deputy Mayor Councillor D Corney-Walker, his Chaplain Rev Edgar Daniel, his Cadet Peter Wilson and the Town Council staff. The Mayor also invited the Deputy Mayor to accept on the Council’s behalf the gift of a painting of the Newton Abbot Clock Tower painted by the Mayor himself.
The Mayor finally wished to thank all the people of Newton Abbot who had supported his Charity. He presented to the Chairman of Homestart a cheque for the sum of £5,370.85.
Councillor Cole proposed a vote of thanks to the retiring Mayor.
3. ELECTION OF TOWN MAYOR – 2008/2009
The Mayor invited nominations for the election of the Town Mayor for the ensuing year.
It was proposed and seconded that Councillor D Corney-Walker be elected Mayor.
There being no other nominations it was
RESOLVED that Councillor David Corney-Walker be hereby elected Mayor of Newton Abbot Town Council for the Year 2008/2009.
4. DECLARATION OF ACCEPTANCE OF OFFICE
Councillor Corney-Walker read and signed the Declaration of Acceptance of Office.
During his acceptance speech Councillor Corney-Walker explained it was greatest pleasure to announce that Mr Tom Corney-Walker had agreed to be his Consort; the Reverend Russell Chamberlain, Rector of St Pauls Church would be his Chaplain for the year; and stated that he would like to nominate the Newton Abbot Hospital League of Friends as his Charity.
He also announced that James Hillyard-Smith of the ATC would be his Cadet for the year.
5. APPOINTMENT OF DEPUTY MAYOR – 2008/2009
The Mayor invited nominations for the appointment of Deputy Town Mayor for the ensuing year.
It was proposed and seconded that Councillor D Howe be appointed Deputy Mayor for the year 2008/2009.
There being no other nominations it was
RESOLVED that Councillor David Howe be hereby elected Deputy Mayor of Newton Abbot Town Council for the Year 2008/2009.
6. DECLARATION OF ACCEPTANCE OF OFFICE
Councillor Howe read and signed the declaration of acceptance of office.
The Mayor congratulated Councillor Howe upon his appointment as the Deputy Mayor.
7. CONSTITUTION OF COMMITTEES
The Council received details of the memberships of committees and sub-committees of the Council (previously circulated). Councillor Mrs A Fry requested that her name be added to the membership of the House Sub-Committee.
RESOLVED that the list of memberships of the Council’s committees and sub-committees, as amended, be hereby approved and adopted.
8. APPOINTMENT OF COUNCIL REPRESENTATIVES ON OUTSIDE BODIES
The Council received the statement prepared by the Town Clerk on appointments to outside bodies. It was agreed that further consideration of the vacancies still remaining be deferred until the Finance & Resources Committee meeting to be held on 21st May 2008.
9. APPROVAL OF SIGNATURES FOR CHEQUES
The Town Clerk reported on the need for the Council to pass a mandatory resolution authorising Lloyds TSB Bank plc to continue to provide banking arrangements for the Town Council and designate authorised signatories for the purpose of signing cheques on behalf of the Council.
RESOLVED that the following persons be authorised to sign cheques on behalf of the Council:-
The Mayor
The Deputy Mayor
Chairman of Finance & Resources Committee
Vice-Chairman of Finance & Resources Committee
Councillor K Smith
10. COMMON SEAL
The Mayor, Councillor C Corney-Walker, moved and the Deputy Mayor, Councillor D Howe seconded as follows
RESOLVED that the Common Seal of the Council be fixed to any document or documents necessary to give effect to the resolutions passed by the Council at this Meeting.
At conclusion of the Meeting the Mayor invited all present to join him in the Parlour for refreshments.
