527. MINUTES
(A) The Minutes of the Meeting of the Planning Committee held on 15th April 2008 were received and signed as a correct record.
(B) Arising from Minute 500(ii)(c)/4/08 – Devon County Council Applications – The Committee gave consideration to a list of issues (previously circulated) regarding the possibility of the part pedestrianisation of Queen Street. Arising from a discussion on the issues raised it was agreed to forward the following comments to Devon County Council:-
• The Town Council supports the principle of pedestrianisation of part of Queen Street;
• Consideration should be given from a traffic management aspect to whether pedestrianisation should start at Albany Street or King Street. The Committee favoured the pedestrianisation starting from the west side of King Street;
• Pedestrianisation if introduced should be time limited from 9.00 a.m. to 5.00 p.m. (for example) allowing vehicle access only to buses and emergency vehicles at all times;
• Consideration should by implication also be given to part pedestrianisation of Union Street (from Carlisle Street);
• If affordable, consideration should be given to including bus and emergency access to be controlled by sensor controlled bollards (same issue with Union Street);
• If consideration is given to widening pavement sections priority should be given to the north east side being widened to facilitate pedestrian movement. However, it will be necessary to enforce ‘A’ Board and cafe furniture issues;
• Consideration should be given to providing additional bus bays at the northern end of Courtenay Street to alleviate pressure upon the bus stopping facility at Sherborne Road;
• Consideration should be given to the refurbishment of the street furniture and raised flower beds in Courtenay Street.
Councillor Mrs D Watts declared a personal interest in the possible pedestrianisation of Queen Street from King Street, but spoke and voted on the item.

531. TEIGNBRIDGE DISTRICT COUNCIL DEVELOPMENT CONTROL COMMITTEE
The Vice-Chairman of the Planning Committee drew to the attention of the Committee the decision of the Local Planning Authority to grant an application for land at Mile End, Ashburton Road, Newton Abbot - outline application for residential development (approval sought for means of access), including construction of two new junctions to the north and south of Ashburton Road; local centre (Use Classes A1/A2/A3/D1/D2), public open space, landscaping and associated works for Persimmon Homes. It was noted that as the application was contrary to the Local Plan the Application was to be advertised as a departure and could be called-in.

The Committee gave consideration to the following ten major applications relating to the Kingsteignton and Teigngrace Parishes in view of the likely significant impact on Newton Abbot. The Committee noted that part of Newton Abbot Parish was included in Application No. 08/01372/MAJ:-

The Chairman outlined in detail the proposals contained in each of the ten applications from which it was noted that there was potentially considerable implications for Newton Abbot, especially with regard to flooding.
Arising from consideration of the Applications it was
RESOLVED that Teignbridge District Council be informed that as the Town Council’s policy was to support the ‘Northern Option’ the Council had no objection but was concerned with regard to flooding implications.
