MINUTES OF THE MEETING OF THE COUNCIL HELD ON WEDNESDAY 19th DECEMBER 2007 AT 7.00 P.M. AT THE TOWN HALL, 9 DEVON SQUARE, NEWTON ABBOT

The Meeting opened with Prayers by the Mayor’s Chaplain, Rev. Edgar Daniel

Prior to the commencement of the Council business, the Mayor presented grant cheques to the following local organisations:-

• Newton Abbot Autumn Club
• Newton Abbot and District Society of Arts
• 1322 Squadron (Newton Abbot) ATC
• Haytor View Community Primary School and Shopmobility.

The Mayor also presented a Town Council plaque to Inspector Andy Dower, on his imminent retirement from Devon & Cornwall Constabulary, in recognition of his association with the town and the Council over a period of years. The Mayor expressed the Council’s thanks to Inspector Dower for all his efforts in law enforcement on behalf of the residents of Newton Abbot. In response Inspector Dower referred to his affinity for the town of Newton Abbot and expressed his thanks for all the support given to him by the Town Council and its Members and officers.

An apology for absence was received on behalf of Councillor R. Leeper.

324. PUBLIC PARTICIPATION

Nil.

325. MINUTES

The Minutes of the Meeting of the Council held on 19th September 2007 were received and signed as a correct record.

326. MAYORAL ANNOUNCEMENTS

(a) Engagement Highlights

The Mayor referred to the list of engagements which he had carried out since 19th September and highlighted the following:-

• Opening of the refurbished pannier market
• The Helen Foundation Benefit Concert – Shaldon
• The 104th birthday celebrations for Elizabeth Lawrence of Denbury

He thanked the Deputy Mayor, Councillor Corney-Walker for the engagements which he had carried out on his behalf.

(b) Other Items

The Mayor drew attention to the Civic Service held on 28th October and thanked Members for their support. Members’ attention was also drawn to the Charity Concert to be held on 8th March 2008 at Combeshead School.

327. PROCEEDINGS OF COMMITTEES

(a) The Minutes of the Meeting of the Transportation Committee held on 26th September 2007 as presented by the Chairman, Councillor D. Watts were received and approved.

(b) The Minutes of the Meeting of the Planning Committee held on 2nd October 2007 as presented by the Chairman, Councillor D. Howe were received and approved.

(c) The Minutes of the Meeting of the Finance & General Purposes Committee held on 10th October 2007 as presented by the Chairman, Councillor D Corney-Walker were received and approved.

(d) The Minutes of the Meeting of the Environment Services Committee held on 17th October 2007 as presented by the Chairman, Councillor M Hocking were received and approved.

(e) The Minutes of the Meeting of the Transportation Committee held on 7th November 2007 as presented by the Chairman, Councillor D. Watts were received and approved.

(f) The Minutes of the Meeting of the Planning Committee held on 13th November 2007 as presented by the Chairman, Councillor D. Howe were received and approved.

(g) The Minutes of the Meeting of the Activities Committee held on 14th November 2007 as presented by the Chairman, Councillor Miss J Fry were received and approved.

(h) The Minutes of the Meeting of the Planning Committee held on 4th December 2007 as presented by the Chairman, Councillor D. Howe were received and approved.

(i) The Minutes of the Meeting of the Finance & General Purposes Committee held on 12th December 2007 as presented by the Chairman, Councillor D. Corney-Walker were received and approved.

Arising from minute 318 – Grants Sub-Committee, upon a proposal by the Mayor it was:-

RESOLVED that the Grant of £250 to the 1322 Squadron (Newton Abbot) ATC be increased to £500.

Councillors Mrs C Bunday, K Smith and A D Vizor declared personal interests in this item.

328. FINANCIAL REGULATIONS

The Council gave consideration to a report by the Town Clerk (previously circulated) requesting consideration of the adoption of Financial Regulations for the Council.

Arising from consideration of the Clerk’s report it was

RESOLVED that the Draft Financial Regulations as set out in the Town Clerk’s report be hereby approved and adopted.


329. FAIRTRADE - RENEWAL OF FAIRTRADE STATUS: NEWTON ABBOT

Further to minute 200/9/07 the Council received a letter from the Chair of the Newton Abbot Fairtrade Town Steering Group (previously circulated).

Upon consideration of the letter it was agreed that the request to include a report on Fairtrade in the next Council Newsletter be accepted and that the Steering Group be informed that the Town Council’s staff were willing to support the writing of the renewal submission bid.

332. COMMON SEAL

It was proposed by the Mayor, Councillor K. Smith, seconded by the Deputy Mayor, Councillor D. Corney-Walker that the Common Seal of the Council be affixed to any document or documents necessary to give affect to the resolutions passed by the Council at this Meeting.

At conclusion of the Meeting the Mayor invited all present to join him for light refreshments.
