Unauthorised Use of Land for the Storage and Parking of Vehicles at 18–20 Bank Street, Newton Abbot - Reference No: 06/00468/Enf

The Committee was informed that the Teignbridge District Development Control Committee at its meeting held on 3rd March 2008 considered a recommendation to take direct action to remove the mobile catering van and any other vehicles from the land to comply with the Enforcement Notice and authorise the Solicitor to recover the cost. The Committee had confirmed the action be taken.

It was noted that the Chairman had asked the Clerk to send a letter expressing Newton Abbot Town Council’s total support for the proposed course of action as it was imperative that the site was cleared to ensure the improvements in the area were no longer blighted by the current use of the land.

435. APPLICATIONS IN NEIGHBOURING PARISHES.

The Committee received a letter form the Newton Abbot Civic Society (previously circulated) regarding Application No. 08/00566/MAJ – Land at Teign View Barn, Shaldon Road, Newton Abbot – Change of use from agricultural land to holiday use (Use Class C3) and including siting of 15 holiday lodges for Mr D. Chandler.

It was agreed to defer consideration to the next meeting of the Committee when details of the Application would be made available to the Committee.

436. STRATEGIC HOUSING LAND AVAILABILITY ASSESSMENT

The Chairman reported that he had received a Strategic Housing Land Availability Assessment and had been working though a response on behalf of the Committee.

It was agreed the Chairman would submit his draft response to the next meeting of the committee for consideration. The Council was required to respond by 4th April.

437. APPEAL – 07/02385/MAJ – LAND AT MILE END, ASHBURTON ROAD, NEWTON ABBOT

The Committee received a letter from Teignbridge District Council (previously circulated) giving notice of receipt of an Appeal against the refusal of an outline application for development at land at Mile End, Ashburton Road, Newton Abbot.

It was noted that the Council would be notified in due course of the date, time and venue of the Public Inquiry to enable the Council to attend should it so wish.

438. PUBLIC CONSULTATION ON COUNTY WILDLIFE SITES IN TEIGNBRIDGE DISTRICT

Consideration was given to notification from the Countryside Officer of Teignbridge District Council (previously circulated) of new/deleted and changed boundaries for County Wildlife Sites.

The Committee was informed that in particular it was proposed to extend the Site at Forde Fields to include, inter alia, the whole of the Council’s Decoy Field allotment site. The Allotments Sub-Committee had previously considered the proposed extension and had decided to object to the extension in as far as it included the whole of the allotment site. The Sub-Committee has suggested that should an extension be needed to include the allotments only the small south-east corner containing the newt pond(s) and bee hive site created by the Council be designated.

It was agreed that the Committee endorse the Allotments Sub-Committee Decision.

439. LATE CORRESPONDENCE

The Chairman reported the receipt of a consultation paper from Teignbridge District Council requesting the Council’s views on a review of its Planning Charter for Parish Councils.

Arising from consideration of the Chairman’s report it was

RESOLVED that the comments as outlined by the Chairman of the Planning Committee be submitted to Teignbridge District Council as the Council’s response to its consultation on the Planning Charter for Parish Councils
