MINUTES OF THE MEETING OF THE PLANNING COMMITTEE HELD ON TUESDAY 31ST JANUARY 2012 AT 2.00 P.M. IN THE COUNCIL CHAMBER, TOWN HALL, 9 DEVON SQUARE, NEWTON ABBOT

The minutes of the meeting held on 10th January 2012 were received and signed as a correct record.

315. PLANNING APPLICATION
The Committee received a presentation by the Applicant, Mr Kye Forte, on Application Ref: 11/03821/PE for change of use of Newton Abbot Gymnastics, Wharf Road, Newton Abbot to potential bike shop and indoor ramps.
Mr Forte explained that the application had been made on behalf of a new company, Pro Cycle Centre (PCC), to create a premier cycle centre/hub for Newton Abbot. It was proposed to provide a cycle retail, repair and hire facility with ancillary facilities of cycle ramps available for use initially on three evenings per week for indoor skateboarding, BMX cycling and one free night. Additionally, the centre would offer cycle to work cycle parking and shower facilities.
Members questioned Mr Forte on the following matters:-
• Business Plan & research carried out;
• Access to the Templar Way from the centre;
• Cycle friendly train services, need for lobbying;
• Ramp usage and likely types of users.
The Chairman thanked Mr Forte for his presentation and attendance following which he left the meeting.

Members were reminded that the only Newton Abbot application considered at the District Council’s recent Planning Committee resulted in a unanimous approval for the application to redevelop the former hospital site off East Street.

324. LATE CORRESPONDENCE
The Town Clerk referred to an invitation from the Devon Association of Local Councils (DALC) in conjunction with the Campaign to Protect Rural England (CPRE) to three half-day sessions entitled ‘Planning System Explained’. The Clerk suggested that attendance at one of the sessions would be helpful to members of the Committee, particularly the element which planned to deal with Neighbourhood Planning. Members agreed to contact the Clerk with their attendance requirements.

The next meeting of the Committee would be held at 2.00 p.m. on Tuesday 21st February 2012.
