MINUTES OF THE MEETING OF THE MUSEUM SUB-COMMITTEE HELD WEDNESDAY2nd JUNE 2010 AT 7.00 P.M. IN THE COUNCIL CHAMBER, THE TOWN HALL, 9 DEVONSQUARE, NEWTON ABBOT  PRESENT     Councillor K. Vizor                                                In attendance:    Felicity Cole – Museum Curator                  Samantha Scott – Office Administrator                                                                               M1.   ELECTION OF CHAIRMAN OF THE MUSEUM SUB-COMMITTEE 2010/11       Nominations were received for the election of the Chairman of the Museum Sub-Committee for  the year 2010/2011.       Accordingly it was  RESOLVED that Councillor Ken Purchase be elected Chairman of the Museum Sub-Committee for the year 2010/2011.  M2.   APOLOGIES An apology for absence was received on behalf of Councillor H. Cole. M3.   APPOINTMENT OF VICE-CHAIRMAN OF THE MUSEUM SUB-COMMITTEE    2010/11 Nominations were received for the appointment of the Vice-Chairman of the Museum Sub-Committee for the year 2010/2011.       Accordingly it was  RESOLVED that Councillor David Corney-Walker be appointed Vice-Chairman of the Museum Sub-Committee for the year 2010/2011.  M4.   MINUTES The minutes of the meeting of the Museum Sub-Committee held on 10th  February 2010 were received and signed as a correct record. M5.   INTERESTS       None declared. M6.   PUBLIC PARTICIPATION       Nil. M7.   MUSEUM CURATOR’S REPORT        The Sub-Committee received Mrs Cole’s report (previously circulated). The     Curator drew members’ attention to the following points: * School visits had increased significantly through increased communication channels via the DAISI project which had been running since September 2009 * Child Visitor numbers for May 2010 had increased significantly on 2009 - by 221* The Museums Libraries Archives had invited the Museum to be part of a pilot project for Devon, named ‘Count Me In’. The aim of this project was to make further connections with local young people and create a new, exciting approach to Museums.* The Sandford Orleigh Screen restoration project was ongoing and attempts to obtain funding were being made by The Museum Curator and the Community Plan Co-ordinator.* The Museum Curator had agreed to start a local history group (once per month) at the Newton Abbot Library from October 2010* A local songwriter was in the process of composing some songs around the history of the town and the CDs were to be sold in the Museum.        The Curator had prepared additional information in the form of a PowerPoint       presentation which contained ideas for future exhibitions and the Town Trail proposal      The following ideas were mentioned:     * The layout of the text panels within the Museum were to change    * The development a Town Trail in conjunction with the revival of the Newton Abbot Heritage Trail leaflet     * A2 / A3 maps – A2 to include advertising space as an income generator    * Mementoes for children who have completed the trails    * The placement of way-makers at various points within the Town with embossed brass designs – to facilitate the trail    * The inclusion of local businesses in the trail project    * 2011 leaflet Members asked the following questions: * The possibility of obtaining a loan for the purpose of the complete restoration of the Sandford Orleigh Screen* The possibility of including areas outside of the Town Centre for within the trail concept – e.g. park areas, other pieces of historical architecture* The estimated costs of the project(s)      The Chairman thanked the Curator on behalf of members for her presentation, together with her continuing hard work for Newton Abbot Museum.  M8.   MUSUEM ACQUISITION AND DISPOSAL POLICY Further to the Special Meeting of the Museum Sub-Committee held 30th September 2009, The Museum Curator, Mrs Cole, referred to the Acquisition and Disposal Policy 2009 and explained that the Museum Libraries and Archives Council has since reviewed its Policy and had it had become necessary for the Museum to reflect these changes in its Acquisition and Disposal Policy.   The Curator further explained that Sub-Committee was required to approve and sign a updated version Acquisition and Disposal Policy 2009 to 2014 for the Museum (previously circulated) required by the Museum Libraries and Archives Council of London. Members noted that the policy was a requirement of the Museum’s accreditation and without the adoption of such a policy the Museum would lose that accreditation. The Curator explained that very little of the revised Acquisition and Disposal Policy had been changed from that adopted in 2006 and that the changes which were proposed were highlighted in the Policy for Members’ attention. Arising from consideration of the revised Museum Acquisition and Disposal Policy 2009 to 2014 it was Resolved that the revised Museum Acquisition and Disposal Policy 2009 to 2014 be approved and signed by the Chairman of the Sub-Committee subject to the following amendments: i) Section 3 – first sentence to read ‘date’ rather than ‘dated’ii) Section 6 – MLA Council to read ‘Museum Libraries and Archives Council’    M9.   INCOME AND EXPENDITURE The Sub-Committee noted the statement circulated with the Agenda showing income and expenditure between 1st April 2009 and 31st March 2010, together with the income generated from the opening of St Leonard’s Tower from the same period. The Sub-Committee requested a break-down of the exhibition equipment heading 2009/2010 to be circulated at the next meeting.  M10.  LATE CORRESPONDENCE       The Sub-Committee noted a completed Risk Assessment document for the StLeonard’s Tower, which had been completed by Councillor David Howe.      The Chairman thanked Councillor Howe for his efforts. M11.  DATE OF NEXT MEETING             It was noted that the Museum Sub-Committee would next meet on Wednesday 22nd        September 2010.
